Firstly you have to add Xamarin.Android.Support.V7.AppCompat library for NuGet: https://www.nuget.org/packages/Xamarin.Android.Support.v7.AppCompat/

In the "values" folder under "Resources" add new xml file called "styles.xml":

"styles.xml" file should contain below code:

Next step is to add "toolbar.axml" file that contains toolbar control definition to the "layout" folder:

Add below code to define toolbar:

xmlns:app="http://schemas.android.com/apk/res-auto"
android:id="@+id/toolbar"
android:layout_width="match_parent"

android:minHeight="?attr/actionBarSize"
android:background="?attr/colorPrimary"
android:theme="@style/ThemeOverlay.AppCompat.Dark.ActionBar"
app:popupTheme="@style/ThemeOverlay.AppCompat.Light" />

Now please open "Main.axml" file and add below code just below closing tag for the first layout. Your code should look like below:

<LinearLayout xmlns:android="http://schemas.android.com/apk/res/android"
android:orientation="vertical"
android:layout_width="match_parent"
android:layout_height="match_parent">

    <include android:id="@+id/toolbar" layout="@layout/toolbar" />

</LinearLayout> 

Now you have to add information about theme that your app uses. Open "AndroidManifest" file and add theme information to the "application" tag:

<application android:theme="@style/MyTheme" android:allowBackup="true" android:icon="@mipmap/icon" android:label="@string/app_name">

Last step is to connect the toolbar in Activity file. Open "MainActivity.cs" file. You have to change derivation from "Activity" to "AppCompatActivity". Now get reference to the toolbar and set it as default toolbar for the activity in the "OnCreate" method. You can also define title:
